Opening Remarks

  • Judge Andrew Williams

    Allen County Superior Court

    Judge Andrew S. Williams has served as Judge of the Allen Superior Court Civil Division since August 2020. He was appointed to the bench by Indiana Governor Eric Holcomb.

    Judge Williams graduated cum laude from Ball State University in 1995. He served as juvenile probation officer in Grant County, Indiana from 1996 to 1999.

    In 2001, Judge Williams received his Juris Doctorate from the Baylor University School of Law. While at Baylor, he served as a senior editor of the Baylor University Law Review and a Moot Court Barrister.

    In 2002, Judge Williams returned to Indiana to practice with the law firm of Hunt Suedhoff Kalamaros, LLP. He was made a partner in 2010 and continued with Hunt Suedhoff until his appointment to the bench. In eighteen years, his practice included the areas of insurance defense litigation, state and federal civil rights, products liability, construction law, medical malpractice, personal injury, municipality law, administrative law, probate, family law, and appellate law. Judge Williams briefed and argued appeals before the Indiana Supreme Court, the Indiana Court of Appeals, and the United States Court of Appeals for the Seventh Circuit.

    While practicing law, Judge Williams was named an Indiana “Super Lawyer-Rising Star” in 2012 and 2013. He was named an Indiana “Super Lawyer” in 2014, 2015, 2016, 2017 and 2018.

    Judge Williams is actively involved in the community as well as the legal profession. He was President of the Allen County Bar Association in 2018 and 2019, after previously serving as Board Secretary. He was President of the New Lawyers Section of the Allen County Bar Association in 2005 and 2006. He is a current member and Master of the Benjamin Harrison Inns of Court. Judge Williams is Chair of the Parkview YMCA Board of Directors and a past chair of its Fundraising Committee. He serves as Board Secretary for the Allen County Bar Foundation.

    In addition to a docket consisting of civil cases, Judge Williams serves as the mental health judge in Allen County. He is responsible for issuing emergency detention orders for mental health evaluations and deciding Petitions for Involuntary Commitments. He also oversees the Superior Court’s Mental Health Task Force which includes members of law enforcement, mental healthcare providers, and community mental health advocates.

    A lifelong Hoosier, Judge Williams has lived in Fort Wayne since 2002. He has been married to his wife, Kim, since 1999. They have three sons.

  • Dr. Ahsan Mahmood, MD, MBA

    Parkview Behavioral Health Institute

    Ahsan Mahmood, MD, MBA, is President of Parkview Behavioral Health Institute and a physician executive with extensive experience leading complex behavioral health systems. He provides strategic and operational oversight of inpatient, outpatient, addiction, and community-based services, with a focus on quality, safety, financial stewardship, and the integration of behavioral health into primary care.

    Dr. Mahmood is board-certified in Psychiatry, Behavioral Neurology and Neuropsychiatry, and Addiction Medicine. He holds an MBA from Indiana University and serves as an adjunct faculty member at the Indiana University School of Medicine. He is widely recognized for driving clinical excellence, accreditation success, and sustainable growth in behavioral health services.

  • Dr. Rob Ryan, PhD, LMHC

    Bowen Health

    Dr. Rob Ryan, Bowen Health’s CEO here in Indiana, holds a Ph.D. in Counseling Psychology from Andrews University and is a Nationally Certified School Psychologist and Licensed Mental Health Clinician in Indiana. Since joining Bowen Health in 2004, he has championed integrated healthcare including Federally Qualified Health Clinic (FQHC) and Community Mental Health Center (CMHC) services, combining mental health, primary care, dental, crisis stabilization, and addiction recovery services to support every aspect of patient well-being. His commitment to patient-centered care and community health has been a cornerstone of his work at Bowen Health.

  • Dr. Tom Gutwein, MD

    Parkview Health, Professional Emergency Physicians, Allen County Health Department (Commissioner)

    Dr. Tom Gutwein, MD, has been a practicing Emergency Physician in Fort Wayne for over 30 years, graduating from the Indiana University School of Medicine in 1990 and the Methodist Hospital of Indianapolis Emergency Medicine Residency Program in 1993. He has served as the Emergency Department Medical Director at Parkview Health since 1998. In July 2022, he also assumed the role of Health Commissioner for Allen County, home to over 350,000 residents, where he works with community partners to improve many aspects of public health, including mental health and substance use disorders.

    As an emergency physician, Dr. Gutwein frequently evaluates and manages acute mental health emergencies in patients in Allen County and eight surrounding counties, in conjunction with many police officers and Emergency Services personnel.

  • Adam Kurtz

    Parkview Behavioral Health Institute

    Adam Kurtz is the Vice President of Operations for Parkview Behavioral Health Institute’s Community Mental Health, where he leads strategic initiatives that strengthen access to mental health and addiction services across northeastern Indiana. Passionate about system-level improvement, Adam focuses on building community partnerships, expanding high-quality behavioral health programming, and improving care delivery for some of the region’s most vulnerable populations. With a background in operational leadership, data informed decision making, and not-for-profit Health Care, Adam is committed to developing sustainable solutions that elevate outcomes in public behavioral health. He is especially dedicated to advancing crisis services, strengthening CMHC infrastructure, and supporting innovative models that meet individuals where they are. Adam is a Certified Public Accountant with a Bachelor of Science in Accounting and Business Management from Trine University’s Ketner School of Business.

  • Tess Ottenweller

    Bowen Health

    Tess Ottenweller is the Vice President of Intensive Services at Bowen Health, overseeing a continuum of high-acuity programs including crisis services, residential care, and inpatient psychiatric treatment. With 18 years of experience across outpatient, community-based, residential, and crisis settings, she is a licensed marriage and family therapist specializing in serious mental illness, addiction, family systems, and crisis stabilization. Tess is a passionate advocate for accessible, person-centered crisis care and believes every crisis encounter is an opportunity to reinforce dignity, safety, and resilience. She serves on multiple statewide committees focused on advancing crisis system innovation in Indiana.

  • Dorothy (Dottie) Fuentes, MBA, MS, LMHC

    Northeastern Center

    Dottie is a licensed Mental Health Counselor with certification in addictions counseling. She holds masters degrees in mental health counseling and in business administration. She has more than 25 years of experience in mental health and has served as CCO of Northeastern Center since 2019. She is committed to the mission and vision of Northeastern Center and appreciates the team approach within the organization.

  • Cristina Jiménez, LMHCA

    Courageous Healing, Inc

    Cristina Jiménez is a bilingual (English, Spanish) Licensed Therapist at Courageous Healing. She was born in California but raised on the South Side of Fort Wayne, IN. She uses a culturally sensitive and trauma-informed lens to understand her clients and their experiences. Over the years, she has developed her skills and knowledge base while working alongside people from all walks of life.

    Today Cristina specializes in working with adolescents and adults in individual and group settings. She has a wide range of experience working with people who have experienced significant trauma and individuals struggling with life changes. As a therapist at Courageous Healing, Cristina uses a holistic approach to understand each client and tailor care based on their individual challenges. She strongly believes in assisting clients in developing resilience and a deeper understanding of themselves to empower them.

    In her free time, you can find her enacting her own version of carpool karaoke, binge-watching tv shows, going on walks (or Target runs), or planning game nights with her children, ages 9, 6, and 4. She also enjoys traveling, journaling, reading a book or listening to an audiobook/podcast, and spending quality time with friends or family.

  • Aaron Lane, MSOL, LSW

    Courageous Healing, Inc

    Aaron Lane, MSOL, LSW, is a Licensed Therapist at Courageous Healing. Aaron and his wife, Janell Lane, co-founded Courageous Healing. Aaron's motivation to work in mental health stems from his desire to make a difference in his community - as a Black man, former college and professional athlete, coach, entrepreneur, husband, and father. Aaron's life experience and education allow him to create a more profound sense of empathy for his clients and build meaningful connections to assist in their healing processes. With a heart for helping people, Aaron’s focused on helping his clients live full lives.

    Aaron and Janell also co-founded Courageous Living, a for-profit consulting company where he has spent the last 9 years doing motivational speaking, consulting, and program development on Diversity, Equity, and Inclusion (DE&I) and mental health at the workplace. He is passionate about mentoring and motivating others to achieve their goals by expanding their knowledge base, supporting their interpersonal growth, and challenging the status quo. Having corporate experience and a background in athletics has equipped him with a unique approach to motivation.

    Last but not least, Aaron is devoted to and gifted in working with diverse populations, creating unity among others, and being a catalyst for community impact. In his free time, Aaron enjoys spending time with his family, traveling with his wife, and working out.

  • Janell Lane, LMHC

    Courageous Healing, Inc

    Janell Lane, LMHC, is a Licensed Therapist at Courageous Healing. Janell and her husband, Aaron Lane, co-founded Courageous Healing. With over 15 years of experience, Janell utilizes a culturally sensitive lens and evidence-based techniques to support her clients in their work toward enhanced well-being, healthier relationships, and balanced, happy life. Her therapy approach is dynamic and practical yet empathetic and collaborative.

    Janell has extensive experience working in various settings and cultural backgrounds, including incorporating spiritual principles for interested clients. In addition to being a therapist, she is a powerful public speaker and activist with a background in community outreach, mediation, and professional development, including restorative interventions and trauma-informed approaches.

    Janell and her husband, Aaron Lane, 's commitment to addressing systemic racial issues over the years on a larger scale led them to co-found Courageous Living, which focuses on increasing cultural awareness and proficiency of individuals, organizations, and entities who serve and work with diverse populations. They provide equity and inclusion training, consulting, symposiums, conferences, and public speaking services.

    For leisure, Janell enjoys quality time with her family, binge-watching a good show, and enjoying delicious food at her favorite restaurants.

  • Shannon Hannon (Facilitator)

    Bowen Health

    Shannon Hannon serves as the Chief Operating Officer Bowen Health, one of Indiana’s largest community mental health centers. She started her career in mental health working for a large South Bend based community mental health center before moving into the traditional healthcare setting, where she spent time working in an acute care hospital system focusing on business development and medical practice management. Shannon holds a Bachelor’s Degree from Purdue University as well as a Master’s Degree in Business Administration from Indiana Wesleyan University. She is a Fellow of both the American College of Healthcare Executives and the Medical Group Management Association. She is actively involved in her local community and currently holds board seats on several non-profit organizations.

Navigating Mental Health Care: VA Services and Community Support Networks

  • Colleen Carpenter, MA, MPH

    Action Over Silence: End Veteran Suicide

    Colleen Carpenter provides evidence-based training and targeted consultation to build long-term capacity to prevent suicide and improve mental wellness. Her mission is to help organizations and communities tighten their safety nets so that people who are struggling with suicide and mental health issues are identified and helped. Besides providing training and consultation, she is the Director of Action Over Silence: End Veteran Suicide and the former Director of Stop Suicide Northeast Indiana, until they lost their funding. She sits on numerous local and state-level mental health and suicide-related committees, including the Indiana Suicide Prevention Network’s advisory board. She has master’s degrees from Loyola University Chicago (sociology) and the University of North Carolina (public health). She has won local and national awards for her work in suicide prevention. She is also a survivor of her Uncle John’s suicide.

  • Dr. Nathaniel DeYoung, PhD

    Veterans Affairs Northern Indiana Healthcare System

    Dr. DeYoung has been the Chief of Mental Health for VA Northern Indiana Healthcare System since 2021. He is responsible for overseeing the delivery of mental health services throughout all facility locations across Northern Indiana. The Chief of Mental Health is tasked with ensuring that Veterans have access to high-quality mental health treatment. He leads VA staff by modeling iCare Values and ensuring that Mental Health Service Line is in compliance with all directives, regulations, and policies. He is responsible for developing relationships with external stakeholders to improve Veteran care and experience at VANIHCS. Dr. DeYoung earned his Master’s degree and Doctor of Philosophy in Clinical Psychology from Purdue University in West Lafayette, Indiana. He attained his Bachelor of Arts degree from Hope College in Holland, Michigan.

  • Nate Moore

    Veterans Affairs Northern Indiana Healthcare System

    Mr. Nate Moore is an Army Veteran and Peer Supervisor at the VA Northern Indiana Healthcare System. He served in the United States Army from 1989 to 1993 and is a Desert Storm combat veteran with an infantry background. Over his 20-year career with the VA Northern Indiana Healthcare System, he has worked as a Peer Support Specialist Supervisor, Suicide Prevention Outreach Coordinator, and within the Substance Abuse Residential Rehabilitation Treatment Program (SARRTP).

    Mr. Moore is a proud father, grandfather, and an unwavering Chicago Bears fan.

  • Rachael Dettling, LCSW (Facilitator)

    Veterans Affairs Northern Indiana Healthcare System

    Mrs. Rachael Dettling is a born-and-raised Michigander (Go Blue!) who has called Indiana home for the past 13 years. She has served within the Department of Veterans Affairs as both a mental health provider and a recreation therapist, and she currently works as the subject matter expert and community partnerships coordinator for suicide prevention. In addition to her work with the VA, Ms. Dettling has experience in community inpatient psychiatric care, private practice, and has served on numerous nonprofit boards. Ms. Dettling resides in Huntington with her husband and eight-year-old son.

  • Dr. Rachel Lilly, PhD

    Parkview Physicians Group - Psychiatry

    Dr. Lilly is a pediatric psychologist with Parkview's Primary Care Behavioral Health program, where she works in the Huntington primary care clinic providing evaluation, consultation, and therapy services for children and families. She completed her training at Ball State University. She specializes in working with pediatric mental and behavioral health, medical consultation, and school-based consultation. Dr. Lilly lives in Fort Wayne with her husband, 6-year-old son, 3-year-old daughter, 9-month-old daughter, and dog.

  • Anthony Ponds

    RemedyLIVE

    Anthony Ponds is the Get Schooled Tour Speaker and co-host at RemedyLIVE, the Get Schooled Tour is an interactive convocation provided by RemedyLIVE as an intervention tool in the lives of students. As co-host and speaker Anthony gets the opportunity to support school staff and administration, and intersect the lives of students sharing his personal redemptive story. This supports the conversation surrounding the concept of “Escape” and how students can take ownership of their mental health.

    Anthony also serves as a board member on Inspiration Ministries, a Northeast Indiana Recovery Housing ministry that assists in offering men and women an opportunity to join the path of Recovery and encounter Christ for redemption and reconciliation through stable housing and restoring productivity in every area of life.

    Anthony is a passionate communicator that intertwines his story with the neurosciences as to why we can choose a lifestyle of overconsumption and escape. Speaking to thousands of students he really appreciates experiencing the divine appointments of students feeling empowered to share their secret struggles.

  • Shirley Ryan, MS Ed, LMFT, LMHC

    Crossroad Child & Family Services

    Shirley Ryan is the CEO and President of Crossroad Child and Family Services, a community mental health organization in Fort Wayne IN. They specialize in residential treatment, outpatient care, home based services, and educational programming. She is a licensed Marriage and Family Therapist and Mental Health Counselor with a primary focus on trauma and grief. She is trained in Eye Movement Desensitization and Reprocessing and certified in Trauma Focused Cognitive Behavioral Therapy. She has taught at Purdue Fort Wayne for over 15 years, specifically teaching Trauma and Grief class. She sits on the Board of Directors for Allen County Collaborative, the Council for Health and Human Service Ministries, Indiana Association of Resources and Child Advocacy Institute, and the National Association for Children’s Behavioral Health. She’s married, has 2 children and a house full of animals that she calls her zoo and aquarium.

    Monique “Mo” Moss is a radio host, speaker, and emcee. Mo is the Midday Host and Program Director of Rhythm & Praise 94.1 and was a recipient of Fort Wayne Business Weekly’s "Forty under 40" Award. Monique loves connecting and serving the community of Fort Wayne!

  • Pastor Richard Hartman

    Fort Wayne Police Department (Chaplain), Epiphany Lutheran Church, ELCA

    Pastor Hartman is married to Melissa Reynolds Hartman for over 42 years. They have 3 adult children and recently one grandchild. He was ordained into the ministry of the Evangelical Lutheran Church in America (ELCA) in 1992 and is the Pastor of Epiphany Lutheran Church in Fort Wayne, IN since 2000. In 2011 he joined the Fort Wayne Police Department Chaplains an in 2017 became the Lead Chaplain. In 2021 he was elected Executive Secretary for the International Conference of Police Chaplains. When Pastor Hartman has time you could hear him play his guitar or touring around town in his classic 1965 Plymouth Barracuda. Pastor Hartman has a passion to help people succeed in life. His current favorite statement is from Thomas Edison, “I didn’t fail with over 1,000 different experiments to invent the lightbulb. I learned that those elements didn’t work. Failure is when you don’t learn something. I learned a lot from those experiments.”

    Pathway Community Church

    Ron Williams has served as the senior pastor of Pathway Community Church in Fort Wayne, Indiana, since 2001.

    Over the past 24 years, Pathway has grown from a small church plant into a thriving, multi-generational church community. Under Ron’s leadership—alongside a faithful team of staff and lay leaders—the church now offers multiple weekend services and remains deeply committed to reaching people Here, Near, and Far with the hope of the Gospel.

    Today, Pathway’s mission is clear: to lead people into a full life found in Jesus Christ. That mission has expanded into ministries such as a Ukrainian-language gathering for refugee families in Fort Wayne, a partnership with a Ukrainian church serving on the frontlines of war, and a long-standing relationship with Compassion International through which Pathway families sponsor more than 700 children in Tanzania.

    Ron is a graduate of FWBC–Taylor University Fort Wayne and holds a Master of Arts degree from Indiana Wesleyan University. His life has been shaped by grace, loss, adoption, and new beginnings. He and his wife, Tami, are joyfully blending life with their six children and two grandchildren. At the heart of Ron’s story—and the story of Pathway—is a simple desire: to love God, love people, and lead others into the hope and healing found in Jesus.

  • Clinton Faupel (Facilitator)

    Clinton Faupel is the Co-Founder and Executive Director of RemedyLIVE, a technology based non-profit that produces interactive events and includes a 24 hour staffed chat center that provides hope and live chat interaction for people that are struggling with mental health issues in their life. RemedyLIVE has had over 16 million interactions in it’s chat center and impacted over 500,000 adults and children with it’s corporate centered/ public school events since 2015.

    Clinton is an interactive communicator who uses proprietary technology, he helped create, to engage his audience. He speaks to thousands of people per year about how secret struggles do not need to have the final say on their future.

    Raised in Western Canada, Clinton is married to his wife Tonya, and have been serving people together since 2003. Clinton and Tonya have three beautiful college-age daughters and a high school-age son and live in Northeast Indiana.

Everything You Should Know About Treatment Courts

  • Judge Ashley Hand

    Allen County Circuit Court

    Ashley N. Hand is the Judge of the Allen Circuit Court.

    Prior to her appointment as the Allen Circuit Court Judge, Judge Hand served as the senior magistrate in the Allen Circuit Court since 2020 where she primarily handled family law cases. Judge Hand is the Vice Chair of the Allen County Community Corrections Advisory Board, Vice Chair of the Local Justice Reinvestment Advisory Council, and serves on the Board of Directors for the Allen Circuit Court Problem Solving Court, Inc., Allen County Bar Foundation, and the Allen County Courthouse Preservation Trust.

    Judge Hand graduated from Indiana University - Purdue University Fort Wayne in 2005 with a degree in Political Science and a minor in history. She graduated from Indiana University Robert H. McKinney School of Law in Indianapolis in 2008. Following her graduation from law school, Hand practiced as an associate attorney at Beckman Lawson, LLP in Fort Wayne, Indiana, practicing in the areas of civil litigation, employment litigation, and family law matters. In January 2016, Hand became a partner at Beckman Lawson, LLP and focused her practice on family law matters.

    Hand was sworn in as Judge of the Allen Circuit Court on July 26, 2023.

  • Bobbie Guin

    Allen County Adult Probation

    Bobbie Guin has over 15 years of experience in community supervision. She began her career with Allen County Community Corrections, working with high-risk populations and serving on the ReEntry Court team.

    In 2019, she joined Allen County Adult Probation as the Victim Services Coordinator, and in 2023 expanded her role to include coordinating the Allen Circuit Restoration and Veterans Court programs.

    Bobbie specializes in problem-solving courts and evidence-based practices, working with multidisciplinary teams to promote rehabilitation, accountability, and long-term success for justice-involved individuals.

  • Jarred White

    FW22

    Jarred White is a dedicated Marine combat veteran and the founder of FW22, a non-profit organization committed to supporting veterans facing mental health challenges, particularly post-traumatic stress disorder (PTSD). Growing up with a strong sense of duty, Jarred enlisted in the Marine Corps, where he served his country honorably and experienced firsthand the struggles that many servicemen and women endure after returning home.

    Realizing the alarming rate of veteran suicide—approximately 22 lives lost each day—Jarred was motivated to make a difference. In response, he co-founded FW22 with the mission of providing essential resources, fostering community engagement, and promoting awareness about mental health issues affecting veterans.

    Under Jarred's leadership, FW22 has established a strong presence in the State of Indiana and beyond, partnering with various organizations such as Allendale Treatment and Remedy Live to expand its reach and amplify its impact. The organization emphasizes open conversations about mental health, helping to break down stigma and encourage veterans to seek the support they need.

    Jarred’s journey has been marked by resilience and a commitment to service. After stepping back from his role to focus on his family and pursue other endeavors, he returned to FW22 with renewed passion, determined to enhance the organization's initiatives and support systems for veterans and their families.

    Through his work with FW22, Jarred White continues to inspire others, advocating for the mental well-being of those who have served and dedicated their lives to protecting the freedoms of others. His unwavering commitment to making a positive impact on the lives of veterans exemplifies his belief that every life is valuable and deserves support.

  • Nate Moellering (Facilitator)

    Fort Wayne Recovery

    Nate Moellering was born and raised in Fort Wayne. He went to Concordia high school and played football at the University of Saint Francis.

    Nate is in recovery and struggled with addiction for over ten years.

    He attended treatment all over Indiana and parts of Illinois without success. It was not until he attended treatment designed and implemented by the founders of Fort Wayne Recovery in southern Florida in early 2017, that he was able to consolidate his knowledge of recovery and apply it to his life. Nate moved back to Fort Wayne from Florida to positively impact those adversely affected by the current opioid crisis.

Keynote Speaker

Zak Williams

Zak Williams is a passionate global mental health advocate, entrepreneur, father, professional speaker, and son of beloved actor and comedian Robin Williams. He focuses his time, expertise, and resources on sharing his personal journey from pain to purpose in order to support initiatives and campaigns seeking to remove the stigma and address the challenges and discrimination associated with mental health and related issues.

Zak is CEO and co-founder of anxiety relief neurotransmitter nutrition company PYM and is an investor in technology and consumer packaged goods companies. Formerly, he was COO of the recommendation platform Crossing Minds, the Director of Business Development for media company Condé Nast, and the marketing lead for gaming and media platform N3TWORK.

Zak is a U.S. trustee of United for Global Mental Health and board member of mental health awareness and advocacy nonprofit Bring Change 2 Mind, founded by Glenn Close. He is an advisor for Inseparable, a national organization innovating pragmatic mental health policy, and a board member for Yerba Buena Center for the Arts, where he focuses on guiding the organization’s strategy and business development initiatives.

In 2020, Zak was proud to be keynote speaker at a reception at the United Nations General Assembly where he announced the launch of the #SpeakYourMind campaign, a global mental health movement intended to amplify the needs of underserved communities too often unseen and unheard.

In 2021 Oprah Winfrey and Prince Harry featured Zak’s life journey, including the pain of loss, grief, recovery, and living with anxiety, along with those of others including Lady Gaga and Prince Harry, in a groundbreaking documentary series on Apple TV+ entitled The Me You Can’t See.

In 2022, Zak and Congressman Seth Moulton, co-chair of the House Armed Services Committee’s Future of Defense Task Force, authored “How 988 Will Transform America’s Approach to Mental Health” for Time Magazine. Currently, Zak is the co-executive producer with Lemonada Media of the podcast series examining the promise and perils of the new 988 Hotline. The Office of the Secretary, U.S. Department of Health and Human Services and SAMHSA has engaged Zak to be featured in PSAs launching the 988 initiative nationwide.

Zak earned an MBA from Columbia Business School and a BA in Linguistics from New York University.

  • Gabrielle (Gabbi) Campbell

    Gabrielle Campbell is a Junior from Homestead Senior High School with a drive and a passion for mental health. Many of her endeavors have been tailored towards the improvement of mental health for her peers and those of her community. Her extracurricular activities have a wide range of state and national programs that have grown her leadership, empathic, and interpersonal communication skills. Leading many of these groups, as well as being a part of a diverse group of people, has not only made her a more well-rounded individual, but someone who appreciates the challenge of growth.

    Emily High is a junior at Heritage High School. She has a strong interest in mental health education and suicide prevention and spends much of her time involved in committees, boards, and volunteer groups focused on mental health awareness and support.

    She is a varsity soccer player and also runs varsity track and field and cross country. In addition to athletics, she volunteers with the Women’s Fund of Greater Fort Wayne, serves as a student ambassador on the Allen County Mental Health Task Force, and volunteers at the Candlelight Ceremony for Families of Suicide Victims.

    Emily’s interest in mental health work is rooted in personal experience. When she was seven years old, her best friend, who was also her older cousin, attempted suicide. Over the years, she experienced similar situations involving other friends before the age of sixteen. These experiences led her to struggle with feelings of guilt and responsibility, as she often felt like she should have been able to do more to help.

    She also struggled with seasonal depression and at times minimized her own challenges while focusing on others. Over time, she has worked on better understanding these experiences and learning how to support others while also taking her own well-being into account.

  • Shakira Myint

    Shakira Myint is a senior at East Allen University. She is a member of the Burmese community and is passionate about mental health advocacy, particularly in communities where stigma and limited access prevent individuals from seeking help. She is especially focused on ensuring that minorities across different communities are heard and seen.

    Her interest in this work developed through witnessing how often individuals in immigrant communities experience mental health challenges in silence. This has motivated her to support efforts that create safer spaces, expand access to resources, and encourage open conversations about mental health across different languages.

    At school, Shakira is involved in several leadership activities, including Student Council, National Honor Society, and the mental health club, MindsMatter. Through these experiences, she has worked to create a positive impact, contribute to meaningful change, and advocate for others.

    Her involvement in mental health advocacy also stems from recognizing how often mental health challenges go unspoken, sometimes leading to serious consequences. Through her own experiences, she has come to understand how easily individuals can internalize struggles without properly addressing them. This has reinforced her commitment to ensuring that people from diverse backgrounds have access to mental health resources, regardless of language barriers or cultural differences.

    Purdue University Fort Wayne

    Alice is a distinguished alumna of Indiana University Bloomington, where she earned both her undergraduate and master’s degrees. She currently serves as faculty in the Department of Human Services at Purdue University Fort Wayne (PFW), where she is deeply committed to advising and mentoring first-generation and minority students. In addition to her teaching role, Alice holds several leadership positions, including Director of the Behavioral Health and Family Studies Institute, Project Director of the Indiana Suicide Prevention Coalition (ISPC), Founder of Bienestar Sin Fronteras (Wellness Without Borders), and Founder of the Indiana Statewide LOSS (Local Outreach to Suicide Survivors) Teams Network.

    A recognized leader in suicide prevention across the state of Indiana, Alice is a certified Question, Persuade, Refer (QPR) Suicide Prevention Master Trainer who has dedicated her career to advancing life-saving education and systems-level change. She provides professional training and consultation to schools, equipping communities with the tools to reduce stigma, strengthen prevention and intervention efforts, and respond to mental health needs with competence and compassion, while also actively working to normalize mental health care as an essential and accepted part of overall health and well-being.

    Deeply committed to equity and culturally responsive care, Alice previously served as Chair of the Equity and Inclusion Committee for the American Association of Suicidology. Her work intentionally centers underserved populations, with a strong focus on expanding access to suicide prevention awareness, education, and resources within African American and Latino communities.

    Alice’s impact is both far-reaching and deeply personal - shaping policy, empowering professionals, and fostering hope at the community level. Her unwavering dedication to mental health awareness, suicide prevention, and intervention has earned her recognition both locally and statewide, reflecting not only her expertise, but her profound commitment to saving lives and strengthening communities.

    Alice is also the founder of the Hoosiers of Tomorrow (HOT) Mentoring Program, which supports and guides at-risk youth in navigating pathways to higher education. Her dedication to service and leadership has earned her numerous recognitions, including the Indiana University Distinguished Alumni Service Award, the Indiana University President’s Award, and Purdue University Fort Wayne’s John Ulmer Award for her outstanding service to first-generation students.

    Beyond her professional contributions, Alice remains actively engaged in community leadership. She currently volunteers with Fort Wayne Girlz Rock and is the advisor and is the past President of Indiana University’s Latino Alumni Association. Above all, Alice considers her greatest accomplishments to be her three children and five granddaughters, grounding her impactful professional work in the values of family, faith, and service.

Cindy's deepest joy is expanding her image of God through each person she encounters and affirming their belovedness and infinite worth.

    K.Paul grew up in Fort Wayne and became a Christian when he was 21 years old. He graduated from Indiana University with a degree in Political Science and from Bethel University with a Masters of Ministry and a Master of Arts in Theological Studies.

    K.Paul and his wife, Bethany, have been married 15 years and have 4 children. In his free time, K.Paul loves mountain biking, spending time with his family in southern Indiana, and hanging out with his dog Chase!

  • Judge Fran Gull

    Allen County Superior Court

    Judge Frances C. Gull has served as a Judge in the Allen Superior Court since January 1, 1997. She was first elected Judge in 1996 and has been re-elected four times.

    For more than 20 years, Judge Gull has served as Administrative Judge of Superior Court’s Criminal Division, overseeing the day-to-day operations of six criminal courts, including the misdemeanor and traffic and felony courts.

    During nearly 25 years on the bench, Judge Gull has gained statewide and national renown as an innovator in areas including jury management, restorative justice and the use of technology in the courts. She has been honored many times for her contributions to the criminal justice system, including with the 2015 G. Thomas Munsterman Award for Jury Innovation, presented by the National Center for State Courts.

    Since 2002, Judge Gull has supervised Allen County’s nationally renowned Drug Court program. The program, which promotes recovery from addiction and restoration of families torn apart by substance abuse. In 2020, the program was approaching 1,000 graduates, making it among the most successful and impactful in the country.

    Judge Gull received a bachelor’s degree in political science from St. Joseph’s College in 1980. She received a juris doctor from the Valparaiso University School of Law in 1983. After receiving her law degree, Judge Gull began her legal career in Allen Superior Court, serving as a law clerk in the Family and Criminal divisions during 1983 and 1984.

    Prior to becoming Judge, from 1987 until 1996, Gull served in the Allen County Prosecutor’s Office. She rose to the position of Chief Deputy Prosecutor, a role in which she served from 1990 until her election to the Superior Court bench. In the Prosecutor’s Office, she also served as Chief Counsel, Criminal Division; Deputy Prosecuting Attorney, Sex Crimes Unit; and Section Chief, Felony Division.

    During her judicial career, Judge Gull served in both Allen Circuit and Superior Courts. During 1988 and 1989, she served a Magistrate in Circuit Court’s Civil Division. Between 1984 and 1987, she also held roles as Probate Commissioner and Traffic Court Referee in Superior Court.

    In the Prosecutor’s Office, Judge Gull prosecuted hundreds of offenders. In the Sex Crimes Unit, she was responsible for cases of sexual assault against women and children. Later, as Section Chief in major felonies, her trial schedule expanded to include robbery, burglary, arson, battery and other serious felony offenses. As Chief Counsel and then as Chief Deputy, she was responsible for the prosecution of all homicides, high profile felony cases, arson investigations, and cases involving political figures.

    Her service to the community has earned Judge Gull many recognitions. In 1995, she was the recipient of the Patrolmen’s Benevolent Association Law Enforcement Oscar Award for Outstanding Achievement and Service. In 1996, she received a Special Award from the Fraternal Order of Police for outstanding service to the Allen County Law Agencies. In 1997, she was recognized by the Indiana Coalition Against Domestic Violence for outstanding contribution to S.T.O.P. Grant Judges and Prosecutors Training. She was recognized in 2002 by the Indiana District Ten Little League Baseball as a Hometown Hero. She was one of the recipients of the Fort Wayne Journal Gazette’s Citizen of the Year Award in 2002. In 2003, she received a Community Service Award from the Fort Wayne Fire Department for contributions to their Diversity Training. In 2015, the National Center for State Courts presented Judge Gull with the G. Thomas Munsterman Award for Jury Innovation, recognizing her work to make jury management more effective and more representative.

    Since 1989, she has provided training and lectures on search and seizure, general criminal law, juvenile law, domestic violence, arson investigation, and issues relating to prosecution and the criminal justice system, including Indiana’s Jury Rules, trial advocacy and courtroom testimony. Judge Gull has also been a guest speaker/lecturer for many community and business organizations, as well as schools at all educational levels.

    Judge Gull is a member of SCAN’s Campaign for Children, the Allen County Community Corrections Executive Board, the Indiana Judicial Center’s Strategic Planning Committee and the Indiana Judges Association. She serves as church Delegate to Concordia Lutheran High School on behalf of her church, St. John Evangelical Lutheran Church. Since 2016, she has served as a volunteer Guardian and member of the Volunteer Corps, Honor Flight of Northeast Indiana.

  • Dr. Jessica Hackenberg, PsyD

    Dr. Jessica Hackenberg, Psy.D., is a licensed clinical psychologist currently serving as a Mental Health Program Manager for the Fort Wayne VA Medical Center and leads the PTSD Clinical Team for VA Northern Indiana Healthcare System. She completed her undergraduate training at Northwestern University in Evanston, Illinois, her graduate work at Indiana State University, and her predoctoral internship at the University of Louisville School of Medicine. Dr. Hackenberg is trained in, and provides, several evidence-based psychotherapies for Veterans with PTSD and is a VA trainer and consultant for Cognitive Processing Therapy for PTSD for VA clinicians across the country.

  • Rita Wynn, LCSW, LCAC

    Veterans Affairs Northern Indiana Healthcare System

    Rita Wynn, LCSW, LCAC received her Masters of Social Work from Indiana University. She has worked in the mental health field for several years in both inpatient and outpatient settings. This included being a member of a community mental health center Mobile Intervention Team. She has been employed at VA Northern Indiana Health Care System since 2004, working in the areas of substance use treatment and the homeless program. For over ten years she has worked in her current position of Veterans Justice Outreach Specialist, working currently in six county Veteran Courts in Indiana and one in Ohio.

  • Nate Moellering (Facilitator)

    Fort Wayne Recovery

    Nate Moellering was born and raised in Fort Wayne. He went to Concordia high school and played football at the University of Saint Francis.

    Nate is in recovery and struggled with addiction for over ten years.

    He attended treatment all over Indiana and parts of Illinois without success. It was not until he attended treatment designed and implemented by the founders of Fort Wayne Recovery in southern Florida in early 2017, that he was able to consolidate his knowledge of recovery and apply it to his life. Nate moved back to Fort Wayne from Florida to positively impact those adversely affected by the current opioid crisis.

    Parkview Behavioral Health Institute

    Caroline Hall Braun, LCSW, LCAC is the PBHI Clinical Programs Manager at Parkview Behavioral Health Institute. A Licensed Clinical Social Worker and Licensed Clinical Addictions Counselor, Caroline brings extensive experience in behavioral health and substance use treatment.

    In her role, she oversees several key clinical programs, including the Assessment Center, substance use treatment services, and a graduate student training program. Caroline is dedicated to advancing high-quality, evidence-based care while also supporting the development of future behavioral health professionals through clinical education and mentorship.

    Her work focuses on improving access to behavioral health services, strengthening clinical programs, and fostering a collaborative environment that promotes both patient well-being and professional growth within the field.

  • Dr. Siquilla Liebetrau, PsyD, LMHC, HSPP

    Bowen Health

    Dr. Siquilla Liebetrau is the Vice President of Clinical Services and a licensed Clinical Psychologist at Bowen Health. Dr. Liebetrau completed her undergraduate studies in psychology at DePaul University in Chicago and her graduate studies at the Illinois School of Professional Psychology in Chicago.

    She has dedicated her training and career to serving in community mental health and is passionate about serving those in greatest need of care and support. She was trained as a generalist, engaging in therapeutic care and psychological testing services with all ages, and across a broad spectrum of diagnoses. Areas of special interest include trauma, integrating behavioral health into primary care, and suicide prevention. In her currently role she oversees all clinical practice at Bowen Health, ensuring patients receive quality, evidence-based, patient-directed treatment in the format and setting that meets the patient's needs best.

  • Dr. Kerrie Fineran, PhD (Facilitator)

    Purdue University Fort Wayne

    Kerrie Fineran is Chief of Campus and Community Wellbeing and an associate professor of Counselor Education at Purdue Fort Wayne. She is the founder of the Center for Student Counseling at Purdue Fort Wayne and oversees the Wellbeing Division which houses the counseling center and the university food pantries. She is also a counselor educator who specializes in school counseling and mental health training, with specific interests in wellbeing and college counseling, suicidology, addictions counseling, and prevention and intervention using group modalities. Dr. Fineran teaches graduate courses such as Diagnosis and Treatment Planning, Essential Counseling Skills, Group Counseling, Lifespan Development, Counseling Theory, Trauma and Addictions Counseling, and various clinical courses. She has served on the boards of many professional organizations and is an active member of the American Counseling Association, the Association for Specialists in Group Work, the International Association of Addiction and Offender Counseling, the Association for Counselor Education and Supervision, the Indiana School Counselor Association, and Mental Health America. She is the author or co-author of numerous articles, book chapters, and is the co-editor of a handbook of group work activities. Dr. Fineran earned a Bachelor’s degree in Psychology from the College of William and Mary in Williamsburg, Virginia, a Master’s degree in Counseling from Shippensburg University in Shippensburg, Pennsylvania, and a Ph.D. in Counselor Education and Supervision from the University of Toledo in Toledo, Ohio.

  • Judge Brent Ecenbarger

    Allen County Superior Court

    Judge Brent A. Ecenbarger has served in the Allen Superior Court Family Relations Division since September 24, 2025. He was appointed to the bench by Indiana Governor Mike Braun.

    Prior to his appointment as Judge, Ecenbarger served as a Magistrate in the Allen Circuit Court assigned to the IV-D Court since September 2023. Judge Ecenbarger currently serves on the Domestic Relations Committee for the Judicial Conference of Indiana. Through his time on the committee, Judge Ecenbarger has assisted in drafting a revised bench book for judicial officers.

    Judge Ecenbarger is a native of Fort Wayne and a graduate of Indiana University with a degree in Kinesiology (2006). He graduated from Valparaiso University School of Law in 2010 and received a master’s degree the same year.

    Following his graduation from law school, Ecenbarger joined the Noble County Prosecutor’s Office where he worked as a Deputy Prosecutor handling misdemeanor, felony and juvenile cases from 2010 to 2014. Ecenbarger then joined the Allen County Prosecutor’s Office as a Deputy Prosecutor from 2014 to 2020, with a focus on prosecuting crimes perpetrated against children, before working as an Assistant United States Attorney for the United States Attorney’s Office from 2020 to 2023. While with the United States Attorney’s Office, Ecenbarger prosecuted complex criminal activities including multi-defendant drug trafficking organizations, receiving special recognitions from the Drug Enforcement Administration and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

    Judge Ecenbarger has been married to his wife Elizabeth since 2010. They have three children.

  • Dr. Klinton Krouse, PsyD, HSPP, CSAYC

    Allen County Juvenile Center

    Dr. Krouse obtained his Bachelor of Arts Degree from Wabash College, majoring in Biology and Minoring in Psychology and Religion. He went on to complete a Master of Science Degree in Agency Counseling (Counseling Psychology) from Indiana State University. He began work at Allen County Community Corrections (Adult Home Detention) in 1999, becoming a Licensed Mental Health Counselor and providing mental health assessment, substance abuse treatment, and sex offender education for clients. While there, he began traveling to Chicago to complete his Doctor of Psychology in Clinical Psychology from the Adler School of Professional Psychology. He completed practicum work at the Allen County Juvenile Center (with Dr. John Newbauer), focusing on psychological assessment in a forensic context, Booth and Company for treatment with developmentally disabled clients, and the Bowen Center, Inc., for psychological assessment and psychotherapy. Dr. Krouse completed his psychology internship and post-doctoral education at the Bowen Center, Inc. Afterwards, he became a full-time Clinical Psychologist at the Bowen Center, providing psychological assessment, competency evaluations for the Court, psychotherapy, and hypnotherapy. He also began his private practice, Klint Krouse, PsyD, LLC, and contracts with a local Medicaid Waiver provider for clinical supervision of staff, treatment planning, and staff education. He has been a practicing Clinical Psychologist since December 2013.

    In 2017, Dr. Krouse became the Director of the Diagnostics Unit at the Allen County Juvenile Center. There, he provides psychological assessment, clinical supervision of counseling staff, education of bachelor’s, master’s, and pre-doctoral level students, and training for Juvenile Center staff, and the community.

  • Dr. John Newbauer, EdD

    Dr. John F. Newbauer is a semi-retired consulting psychologist who consults with mental health therapists and psychologists in a variety of capacities.

    Dr. Newbauer received his bachelor’s and master’s Degrees from St. Francis College and his doctorate from Ball State University. After teaching a year at Southern Illinois University’s Rehabilitation Institute (1977-78), he worked at the Center for Mental Health in Anderson, Indiana and eventually returned to Fort Wayne and co-founded Phoenix Associates, Inc. in 1981 where he practiced psychology for 23 years. While engaging in the practice of psychology, Dr. Newbauer also taught at St. Francis College(1982-86) and Adler School of Professional Psychology in Chicago (1990-2008).

    In 2004, he became the Director of Treatment and Diagnostic Services for the Allen County Juvenile Center (ACJC) until 2011. After leaving ACJC he served as the Executive Director of the North American Society of Adlerian Psychology (NASAP) until 2017 when he joined Family Counseling Center in Auburn, IN.

    Dr. Newbauer holds a diplomate from the North American Society of Adlerian Psychology. He has publications in the area of Individual Psychology and working with sexual offenders and victims, delinquents, and also spirituality and mental health.

  • Kris Rarey

    Allen County Juvenile Probation Department

    Kris Rarey serves as the Chief Juvenile Probation Officer for the Allen County Juvenile Probation Department and has worked in juvenile probation for more than 16 years. He is a graduate of Ball State University with a degree in Criminal Justice and Criminology and is a Certified Sexually Abusive Youth Professional (CSAY-P). Throughout his career, Kris has served in multiple roles within juvenile probation, including supervision, specialized caseload management, and leadership positions.

  • Laura Murphy, MHA, LMHC, FACHE (Facilitator)

    Parkview Behavioral Health Institute

    Laura Murphy is the Director of Outpatient Services for the Parkview Behavioral Health Institute (PBHI).

    She leads the Allen County Youth Mental Health Task Force and serves on the Allen County Adult Mental Health Task Force.

    Prior to joining Park Center in 2014, Laura was managing a Community Mental Health Center in St. Petersburg, FL. Laura has clinical experience working in partial hospitalization, intensive outpatient, home and community-based services, and clinic-based treatment.

    Laura holds a bachelor’s degree in psychology from Ball State University, and she holds two master’s degrees. Laura earned her MA in Counseling Psychology from Ball Statue University and her MHA in Health Care Administration from Ohio University, where she graduated with honors. She is a fellow of the American College of Healthcare Executives (FACHE).

    Laura is licensed in the state of Indiana as a Licensed Mental Health Counselor (LMHC) and holds certifications in Trauma-Focused CBT and Diversity Equity and Inclusion (DEI). Laura also serves as an executive board member for Remedy Live and is a board member for the Park Center HUD 811’s.
